I do not believe that the iPad2 is locked to any carrier in any country.  Certainly in the USA the CDMA model is not locked to Verizon.  If there are CDMA providers in Pakistan that offer iPad data packages (and a quick google search indicates there are), then you should be able to sign up for service from one of them.
Wifi is wifi anywhere, so if you have wifi in Pakistan it should work as it does anywhere else.
P.S. Verizon has international roaming in Pakistan, but their rates look expensive, so if a local CDMA provider does prepaid or monthly data plans, that would certainly be cheaper I would think.
Oops, that may be voice-only roaming for Verizon too, not data.
