What error do you see when you connect it? This support document provides instructions on how to recover an iDevice that has been disabled because of a forgotten passcode. There is a difference between your phone SOFTWARE being up to date and your phone being SYNCED. Plug it into your computer and sync it. This should put everything on your phone.

That suggests that the installer is getting damaged during the download.
I'd first try downloading an installer from the Apple website using a different web browser:

It shouldn't be. You can use multiple Apple ID's one one device. But keep in mind that purchases made under one ID are permanently tied to that ID. So if you need to update an app that was purchased with a certain Apple ID, it will needed to be updated with those Apple ID credentials.

I suspect that you are saying that you can't download/install the latest version of iTunes.
All I can say is try removing and reinstalling the Apple software using the following:
Removing and reinstalling iTunes, QuickTime, and other software components for Windows Vista or Windows 7
If you have further problems with installing Itunes I suggest you post in the iTunes forum since you have an iTunes problem, not an iPod problem. Also report the wording of any error messages. What they say is importent on resolving them.

It sounds like you are trying to restore your phone but are unable to turn off Find my iPhone to do so. If you have already backed up your phone to iTunes on your computer with the info from the article named:

I would try deleting the iCloud account from the phone altogether, then restoring the phone again.
On your iOS device’s Home screen, go to Settings > iCloud, then at the bottom of the screen, tap Delete Account.
