I just bought an iphone 4s from someone off of Craigslist and I am using my consumer cellular sim but it's saying I need to contact the carrier to unlock the phone?

I bought an iphone 4s from someone off of craigslist. I went to update to ios7 (it was running ios5 for some reason) and when it finally updated it said the phone needed to be unlocked by the carrier. I don't know who the original carrier of the phone is or what to do about it.
I'm using Consumer Cellular and it my sim was working perfectly in my Iphone 4 for 7 months.
Did I totally get screwed out of $90?
I think the phone was jailbroken but I'm not sure.

Only the carrier to whom the device is locked can authorize it's unlocking.
Consumer Cellular is not a supported carrier.
Jailbreaking voids all rights to support from Apple and these user to user support forums.

Help with what? If the WiFi radio is broken, there's nothing any of us on this forum can do help you. Either go to Apple and pay for an out of warranty replacement, or find a 3rd party repair shop and get the phone repaired.

You can't get the phone working without the correct password, because the previous owner activated Find My iPhone and Activation Lock. In order to unlock the phone you would have to ocntact the previos owner of the phone. Unfortunately, this is the only way to get it working again.

I used the phone for about a month with no problems at all, even had my apple ID in the icloud and everything... well ios 7.0.6 came out and I used my computer to restore the phone, because I feel that the cord and computer gives it a better restore, it did great no problems, and when it went to the part where I went to activate the phone, I get a enter your apple id and password to complete activation... Wait... why is this up i thought, I thought I did everything like I suppose to to succesfully switch it to me, the new owner... but now its asking for some C******@yahoo.com.... I only have @gmail.com emails and none start with a C... The guy sold me the phone because he was switching to Verizon, and I tried to call him, and now the number is disconnected... I guess he switched to Verizon with a new number... Now im stuck with a paperweight that costed me $200.00... What can I do at this point... Please help me... I bought an iPhone 5s from someone second hand, he had put it back to factory settings but when I tried to use it it asked for his Apple ID and password, I contacted him to ask for him to delete his id from the phone, how long does it take after he does that for me to be able to set up the phone with my details?

If the seller didn't do the above, you need to get the seller to do this. If you don't, you won't be able to re-activate the phone. It will be useless to you.

Open Settings > General > Reset > Erase All Content and Settings, so the phone will be wiped to start with your Apple ID and set up iCloud

If you mean that you are creating a new iTunes account then the gift card field is optional, it doesn't have to be filled in, you can enter your credit card details instead as your payment method - and no, there isn't a 'promo code'.

The only solution is to erase the apps and purchase them through your own iTunes Store account. You have no legal right to those apps - the license is not tranferrable - and cannot in any case update them without the orginal purchaser's Apple ID.

As Ethmoid says, it is still a CDMA phone as I told you earlier, and it will not work with t-mobile. Even if Sprint unlocked the phone, it would only unlock the GSM side for international use. They will not unlock the GSM side for domestic use in the US.

The friend who sold it to you needed to clear his Apple ID off the phone before he sold it to you. Of course if it wasn't his phone in the first place then he could not do so. He is your friend but you don't know where he is?
There is nothing that will help you short of getting the password for the Apple ID from your friend. If you cannot obtain that there is no workaround.
