I just bought an iphone 4s from someone off of Craigslist and I am using my consumer cellular sim but it's saying I need to contact the carrier to unlock the phone?

I bought an iphone 4s from someone off of craigslist. I went to update to ios7 (it was running ios5 for some reason) and when it finally updated it said the phone needed to be unlocked by the carrier. I don't know who the original carrier of the phone is or what to do about it.
I'm using Consumer Cellular and it my sim was working perfectly in my Iphone 4 for 7 months.
Did I totally get screwed out of $90?
I think the phone was jailbroken but I'm not sure.

Only the carrier to whom the device is locked can authorize it's unlocking.
Consumer Cellular is not a supported carrier.
Jailbreaking voids all rights to support from Apple and these user to user support forums.
