Unless you purchased Applecare+ you will be charged $269 for a replacement phone. Screen breakage is not covered by the Apple one year warranty. If you purchased Applecare+ you will get charged $79 for a replacement phone.

AppleCare Protection Plan does not cover physical damage and you will have to pay for an out of warranty replacement.
AppleCare+ also does not cover physical damage but does give you 2 incidents to use for a situation such as this which provides a further discount to a normal out of warranty replacement fee.

If you have a tool, try removing the battery cover and chech out. Some times the camera pin may have been misplaced. If so, you can fix it yourself.

Sure, bring your 3GS in and they will give you about 10% off towards the cost of a new one. You would be far better off to sell it yourself.

Also be aware that the iPhone purchased in the USA will only have warranty service in the USA. Any warranty service will require you to bring it back to USA.

Gazelle.com also offers cash for used devices. You can at least use these services to get an idea how much you can get out of your device
When you look on ebay don't pay attention to how much people are asking for their devices, look at what they're actually selling for.
You will probably get more money selling it yourself rather than to a third party.
