First time to download a movie,. I looked in the downloads section of iTunes but it only has my music....

Try the Videos app instead.

Welcome to the Apple community.
A number of people have reported similar issues recently, many appear to have found a discrepancy of some kind in their account settings and making changes to these settings or simply resetting them has resolved the matter.
Check your account details are correct, check that you are using the correct details for Location, Region and Time Zone. You may want to change these settings and then change them back to see if that helps.
You might also try logging out of and then back into your iTunes account (Settings > iTunes Store > Apple ID’s > Sign Out) and restarting your router. (Some have reported that after doing this, they need to check for rentals even though it may report that there aren’t any, after which rentals once again appear in the ‘movies’ feature)
Rentals should appear under their own heading in the ‘Movies’ feature, you might also check at Settings > iTunes Store > Check For Rentals.

I just rented a movie on my ipad, and now want to watch it on my Apple Tv

I just rented a movie on my iPad (which does not have sufficient space to download the movie) with hopes of being able to watch it on my Apple Tv when I got home. However, when i got home, the Apple TV is says that i need to re-rent it. If i 'purchased' (rented) the movie on my iPad, shouldn't it be in my iCloud, so that I can watch it on any device?

A movie purchased on an iPad can only be viewed on an iPad. You would need to rent via computer and use home sharing or directly on Apple TV if you wish to view on your HDTV.
You haven't purchased the movie, it's a rental and thus won't be available in the cloud.
If you download a rented movie on your computer: You can transfer it to a device such as your Apple TV (1st generation), iPhone, iPad, or iPod if it’s a standard-definition film (movies in HD can only be watched on your computer, iPad, iPhone 4 or later, iPod touch (4th generation or later), or Apple TV). Once you move the movie from your computer to a device, the movie will disappear from your computer's iTunes library. You can move the movie between devices as many times as you wish during the rental period, but the movie can only exist on one device at a time.
If you download a rented movie on your iPhone 4 or later, iPad, iPod touch (4th generation or later), or Apple TV: It is not transferable to any other device or computer.

I can get the program icons to appear, but don't know how to shut them off now.

If you don't know, we can't know. We do not know anything about your computer. By default, the download manager will download the files to your Downloads/ My Downloads folder. The applictaion manager on the otehr hand such as used by Creative Cloud handles things automatically based on your Adobe ID sign-in. anything beyond that we can't know. If you changed folders or some configuration, then you have to know what you did and where you placed your files. Perhaps a more detailed explanation with pertinent technical information might help us to nudge you in teh right direction like how you downloaded, what browser was used, what computer and so on...

HT1390 Finding a movie I've rented on my iPad and now can't find it.

I've rented a movie on my iPad to view while I'm away. I rented it without difficulty and it downloaded....but now I can't assess it. Under downloads in iTunes it shows "terms and conditions". There doesn't seem to be anywhere to accept this and move forward and I can't get rid of that screen. Also I checked in my library and there are only a few songs I downloaded from iTunes also. If you tap and hold down the icon - and the X does not appear on the icon - you will not be able to delete it without totally downloading it. Finish the download and then delete it.

You can re-download content purchased from the iTunes store (availability varies depending on location) using the purchased option at the bottom of the screen of the iTunes app (or video app) on your iOS device.

Tap to retry to download and when it starts attempting to download again tap on the pause button. Once it is paused, tap the button again to resume the download. However you need to be really fast doing this!

My iPad 3 does not have the Panorama option either with iOS 8, in spite of the manual describing it.
But the list of supported features lists Panorama only for iPhones and not for the iPads, see:
