Welcome to the Apple community.
This feature has been introduced to make stolen phones useless to those that have stolen them.
However it can also arise when the user has changed their Apple ID details with Apple and not made the same changes to their iCloud account/Find My Phone on their device before upgrading to iOS 7.
The only solution is to change your Apple ID back to its previous state with Apple at My Apple ID, verify the changes, enter the password as requested on your device and then turn off "find my phone".
You should then change your Apple ID back to its current state, verify it once again, delete the iCloud account from your device and then log back in using your current Apple ID. Finally, turn "find my phone" back on once again.

You can back up your iPad, then restore the backup to your 5c. This will not transfer camera roll photos or apps that are not compatible with an iPad, but it will transfer other data, settings, apps and other purchased media.

Ok, so I was able to find one but the one i'm most diappointed is the "free music" app i purchased and it had hundreds of songs that i didn't put on my desk top to save. So just so we're clear, I cannot get that app back again with all my songs if it wasn't in the "purchased" place?
Also,
my husband has a iphone 4 and i've been trying to connect it to our Garmin GPS through bluetooth. Now both devices recognize it but once a call is made or received, nothing goes through the GPS. I've had it working before but it was before a couple of upgrades. It is currently on ios7.2 upgrade. Is that why it won't work?

The newer version is all about ads that will appear in the chat windows. I know because a month ago I had an automatic update of Skype and that was the only thing new and improved about it; so I immediately took the advice of other users and returned to my previous version of Skype. Now the commorades are forcing everyone to take the updated version by deactivating the previous NON-comercial version. This is like taping my eyelids opened forcing me to look at ads. I resent this as I resented losing Microsoft Instant messenger. This is a Plutocracy not a democracy that cherishes Liberty. Don't push too much or we might make a better communicator! I see the day when it is a criminal offense not having a Feobook account or Twatter. JUST SAY NO TO COMMERCIALS.

Clear the cache and the cookies from sites that cause problems.

The password is good for 15 minutes to make purchases. You should receive a receipt in 24 to 48 hours for the purchases. There is a link to Report an issue. You could use that to start a conversation with iTunes Support about a refund.
Apple considers all sales final. But has been known to offer a one time refund. So the question is, do you want to use your one time refund on this purchase or one more expensive in the future?

Whatever you read about iTunes is wrong unless you're actually referring to feature movies, not videos. Videos, apps, music and iBooks you can re-download:

Download to your computer and then sync to your iPod touch whatever will fit.
And no, I can't say with certainty that they won't give you a refund, but it's unlikely. The most probable outcome, if you do indeed mean movies, not TV shows or other videos, is that they would set up an additional download. For other content they'll probably just direct you to the same instructions on re-downloading I just posted.
