I just got an IPAD2.  Do I need to download Itunes onto it in order to get it working?

How do you get to the basic screen page like that shown on the small direction card?

Yes.
You need iTunes installed on your computer followed by connecting your iPhone to iTunes.
iTunes serves as the sync conduit for syncing contacts, calendar events, notes, and Safar bookmarks with the supported applications on your computer, and for transferring select iTunes content such as music, movies, tv shows, etc. from your iTunes library to your iPad. And the same can be used for downloading and installing 3rd party apps on your iPad.
