I just got my new Macbook Pro this week and it's constantly overheating. Is there a way to cool it down or should I get an external cooling system?

I tried out the Lapcool 3 but it barely does anything for the temp. Is there a setting in my computer where I can up to fans or something?

As the MBP's instruction manual told you when you read it right after unpacking your computer, you shouldn't use it on your lap because it is indeed possible to burn yourself. Resting the computer on any soft surface, including your lap, impairs its ability to cool itself effectively and will cause it to run hotter. It needs to be on a hard, flat surface that allows air to circulate underneath it, since the entire case is acting as a heat sink.
There are third-party fan control hacks you can install, and they'll enable you to increase the minimum fan speed and cause the fans to speed up sooner as the machine's temperature increases. I don't recommend using any of them, and I don't know whether they have been updated for compatibility with Lion yet.
