I just had a thought regarding iPhone theft...

     If an iPhone is stolen and then shut off, it cannot be tracked anymore using "Find My iPhone".
What if there had to be a password (same or different from lock screen) that had to be inputted to allow the iPhone to be shut off.
     Another idea would be to enable the iPhone to still be tracked even though it's powered off. Obviously this would have some battery drain while it was off, but I'm just spitting out my thoughts...

2 things come to mind immediately in the way of guesses as to why something like this hasn't been implemented.
#1: The iPhone, like any computing device, can suffer any number of problems that can cause it to hang, freeze, or become unresponsive.
Imagine what things would be like if a Windows PC had to be taken in to the shop every time it stopped responding to the keyboard and mouse because you couldn't enter the required password to shut it down (we'll pretend they have their own, non-removable power supplies for this thought experiment). 
#2: The inability to power down an electronic device in the event that you can not enter a password creates an unacceptable safety hazard and the device would likely not be approved for sale in most countries.
