You can't use the whole song as a ringtone, you would have to create it either by using itunes or an app.

There are a lot of ringtone maker in the app store, do a search. Just make sure you read the reviews before you download it.

If you upgrade to iTunes 10.3, you can redownload your past purchases from the iCloud. Just go to the home page of the iTunes Store and click on "Purchased" under "Quick Links." It will bring up a list of your past purchases that are not currently in your library, with a little arrow icon that lets you download.

Syncing should transfer any purchased media, including videos, from your device to your iTunes library provided your computer is authorized for the Apple ID used to make these purchases. You can only purchase content from your own country's store - to be able to buy form the US store you will need a valid US billing address and be in the US when buying from it. There seems to be a billing problem with the iTS. I've been trying to make purchases today (Dec 9th) too and it reports either the iTS can not process payments or it says my card was declined. I even changed the payment method to Paypal (which is never declined) and still no go.
I don't think it is "you" but a problem at Apple. Some popular new apps were released recently like Logic Pro and perhaps they're getting bombarded as they did when Lion was released.

Ringtones are different than songs. Ringtones are classifed with a .m4r extention, songs are .m4a. Also, ringtones can only be a maximum of 30 seconds.
You can create a ringtone from your song. Very easy on a Mac with iTunes, but a few more steps required on PC.

Hi mterry1723, one solution that might be worth trying is this:
- Close iTunes, if it's open
- Open Safari and got to 'Preferences'
- Select 'Security' on the top
- Untick all the security options in the menu
- Click the 'Show Cookies' button and look for all the 'apple' entries in the left-hand column.
- Highlight them (select them collectively) and press 'Remove'
- Now open iTunes and buy the song as usual.
- You may be asked to do the same security process as before, so do as asked.
- Hopefully, the security check will now have accepted your answers and start downloading the song as normal.
Remember to re-tick all the required security options you had just un-ticked in Safari preferences. You don't need to bother about opening the cookies again.
I hope this has worked for you and my profoundest apologies if it has not. Worth a go, though!

Log in to the Store. Click on "Account" in your Quick Links. When you're in your Account information screen, go down to Purchase History and click "See all".
Find the item that is not playing properly. If you can't see "Report a Problem" next to the entry, click the "Report a problem" button. Now click the "Report a Problem" link next to the item.
(Not entirely sure what happens after you click that link, but fingers crossed it should be relatively straightforward.)
