I just purchased music on apple TV and can't get it synched to my iTunes library on laptop..help?

Any help here would be appreciated

In iTunes go to the store Home Page section with the little house icon.
On far right in Quicklinks section go to Purchased and you should be able to download purchases.
AppleTV 2/3 don't sync as such nor do they store 'downloads'.

The iphone is not a storage/backup device.
It has always been very basic to always maintain a backup copy of your computer for this very occasion.
Have you failed to do this?
If so, not good, then you can transfer itunes purchases: File>Devices>Transfer Purchases
You may be able to purchase a third partyn program to get the rest ( not supported by Apple)

Apparently it is not an issue with wifi since Safari, You Tube and Maps work well, I’ve tried some of the tips, e.g. log off/on my Id, change password but no one worked.

Try a reset. Hold the Sleep and Home button down for about 10 seconds until you see the Apple logo. Ignore the red slider.

Keep in mind if you get to Step 12 Reinstall iTunes, those steps need to be followed exactly as outlined for the reinstall to be effective.

If you buy it from the Apple Online store yes it will have full 1 year warranty, and the possibility to directly buy Apple Care +.
If you buy it from somewhere else, it may not. If the online seller is not an Apple authorized reseller then you may need to take to to an Apple Store for physical inspection before purchasing the Apple Care Plus extension.
If its not sealed and new, the warranty timer may have started to elapse, and it may not be eligible for Apple Care +.
But without knowing where you plan to buy it its hard to say for sure.

And by the way I was right, I had to select gsm network after Verizon cleared my phone for international roaming and manually select the company Verizon has a roaming deal with "Claro" so I was in exactly the right area and you were completely wrong The reason it failed to register was because verizon didnt authorize international roaming.
