I just ran PC Wizard 2005

Question

   I just ran PCWizard 2005 and it shows the Voltage on the 12V rail as 6.44V .
           What could this mean to my system    I keep thinking the landlords electricity setup here is at fault , because the HD  has clicked .
   The only thing other than a weak power supply to the PSU is the 4 pin connector seems very loose  even when the clip   clips into position , and I know the HD is failing , the number of sectors from Western Digitals WINDLG and the PCWizard 2005 show a 16,128  sectors  difference . A
   And now I think about it one of the dual fans in PSU didnt go when I first plugged the PSU in . I  replugged the 4pin connector in and both the PSU fans went .

   Voltage on 12V  reads 11.91V in Bios and as usual when I enter Bios temp rises and I dont think it would stop until about 51C .

And I just been looking at other results in PC Wizard 2005 and under the External Connectors is listed :
   the exclamation mark means Approximate readings , and these are the only other things I could see that may have some significance with  the low Voltage reading on the 12V rail  because I dont know anything else that could be the matter other than the HD which is failing ,

        No  ESCD  , I thought I saw something in the Bios that needed ESCD , could be wrong there .
       Does this sound right for the CDRom drive ? UDMA Mode Max  2(ATA-33)
                                                                    UDMA Mode Enabled  2(ATA-33) , i'm just wondering about the 2 .
           CPU  frequency  225MHz  .
 and the harddrive is broken  because  I recorded the sectors when I ran the Western Digital WINDLG         and there were  78 156 225 sectors
   and  PC Wizard 2005 counts  78 140 097 sectors .
