The only way photos are stored in icloud is in a backup from an ios device. This assumes that icloud backup was turned on and that camera roll was turned on. Note that photo stream is a slightly different service that is used to sync photos from one device to another, it's not really a storage service.
To retrieve photos that are in a backup, you need to reset a device (wipe all data from it) and perform a restore. Note that many users have had problems getting their photos back from a backup - for one reason or another. Remember, the suggested way of storing photos is to sync them to a computer or service like Dropbox.

You can just tap Delete Back Up, you don't need to turn off iCloud.
Deleting the backup only permanently deletes the backup from iCloud. It doesn't do anything the the data currently on your phone. You will want to create a new backup as soon as possible after doing this, however, as you won't have one until your do. You can either intiate this manually to create one immediately by connecting your phone to your charger and to wifi, then going to Settings>iCloud>Storage & Backup and tapping Back Up Now at the bottom (this will take some time to complete the first time), or you can just connect it to your charger and wifi before you go to bed and it should back up automatically (and continue to do so once daily).
You don't need to manually connect your phone to your computer to back up to wifi, but it's a good idea to create a second backup using iTunes occasionally in case your iCloud backup ever fails (I do this weekly). To do this, connect your phone to your computer, open iTunes, click on the name of your phone in iTunes, go to the Summary tab of your iTunes sync settings and click Back Up Now. (Your phone will continue to automatically back up to iCloud daily; this is just a second, manual backup, on your computer.) -

What version of Windows? In Windows 7 an iPhone shows up as a digital camera in the Computer section of the Start menu and you can import the photos from there. I'm not sure if it is the same in Windows 8 but it wouldn't hurt to check.

You can't really use iCloud to free up space on your phone. If you add the photos to photo stream, then delete them from your phone, they will also be deleted from photo stream and they will be lost.
