I keep getting a message saying "your purchase cannot be completed" when I try making any app purchases....what is going on?

Any type of app or in-app purchases keeps giving me a message saying my purchase cannot be completed. I have money in my account and my software is up to date. It just keeps telling me to go to iTunes support and its getting me nowhere....can anyone help with this? Does anyone know why this is happening or is anyone else experiencing the same thing?? Please help!!!
