I am always trying to get charged for free games??

Are you asking this because your Apple ID password is requested before downloading the free game?
Downloading any app requires the password. Also required is a payment method filed with Apple. For free apps, games included, you will not be charged.

    It sounds like your son made in app purchases. These are very common with free games.
    The games themselves are free, but the app developers offer in app purchases in order to add enhancements or add levels, and things like that. Stay away from those "free" games or read the app description carefully. The prices for in app purchases are listed on the left side of the app description page under the app icon.
    You can turn off in app purchases in Settings>General>Restrictions. Or you can instruct your son to not make any purchases without your knowledge. In all fairness to your son .. Since I have no idea how old he is .... He may not even realize that he did make purchases .... Except for the fact that you have to enter your Apple ID password in order to make those purchases.

    Are you sure you were charged for the game?
    Did you look at your purchase history to see if there was a charge?
    It was likely just an authorization hold and will be reversed.

    You get a receipt for everything, free or not. Check the receipts and see what they say; I'll wager that they'll show no charge.
    As to credit card verification, that's normal whenever you have a credit card entered. Apple, due to the increased problems with fraud, is requiring more regular verification of cards, even if you're not purchasing anything with a cost associated. If it's saying that your security code is wrong and you're sure you're entering it in correctly, make sure that the name and address information match the same information on your credit card statement exactly. Any difference can cause such a rejection.

    I have my account settings set up to block all downloads. I just noticed that I am still being charged for downloads that are happening to my phone. My phone doesn't even have the downloads that I am being charged for. Why is my account being charged for downloads and why aren't the blocks preventing these fraudulent downloads anyway?

    2nd consecutive month.  How much time does Verizon expect a customer to spend every month getting their bill straightened out?  If there was a simple way to email the details, I wouldn't have a problem. I tried yesterday and today on customer support chat, but all agents are busy, Same exact problem last month cost me a couple of hours too. I would have thought they would have fixed it so it didn't happen again, not just reverse the charge when I complain. I wonder how much income Verizon puts in their budget for people who don't have the time to dispute unordered and unwanted extra services?

    You've checked the purchase history on your account, as per the page that you posted from, does anything show ? If you log into your account on your computer's iTunes via the Store > View Account menu option, you should then see a Purchase History section with a 'see all' link to the right of it. Click on that and you should then see a list of your purchases.
    If nothing shows on your account, and you haven't got any auto-renewing subscriptions and you've only got the one account, then you could try contacting iTunes Support and see if they know where the charges are coming from : http://www.apple.com/support/itunes/contact/ - click on Contact iTunes Store Support on the right-hand side of the page, then Purchases, Billing & Redemption. But if nothing shows on your account then you may also want to contact your card issuer.

    Have you made in-app purchases in the games ? Though the games may be free to download some then allow in-app purchases to unlock extra features or levels etc.
    And/or did you add or change your credit card details on your iTunes account ? If you have then each time that you do so a small temporary store holding charge may be applied to check that the card details are correct and valid and that it's registered to exactly the same name and address as on your iTunes account - read the page that you posted from for more info.
