I keep getting iMessage failed to send when sending pictures with my iPad Air

I keep getting message failed to send when I send a picture from my iPad Air I have tried sending to my husbands iPad Air in the same room and the picture arrives on his iMessage but my ipad says it has failed. I have tried reset all settings. I have turned off iMessage and then logged in again, I have turned my BT wifi off and reset that but nothing seems to work please has anyone any ideas.
