I keep getting "incorrect password" when I try to sign in for face-time on my new iPad. the pw works fine in apps and to get in here just not on face time.
Should I uninstall face time (if i can find out how!) and then if I do that, can I download it (and from where?) to re-install? it was on the desktop when I got the iPad

You can't uninstall native apps. Sign out completely from facetime, itunes and app stores.
then:
Make Sure iOS is updated to the latest version
Reboot the device by pressing and holding down the home and sleep/wake buttons (power) at the same time until the apple logo appears on the screen, then let go.
Sign back in to facetime

Every time I try to access wifi in my living room I get a "incorrect password " on my ipad ...When I access wifi in my room , I have no problem .. Some things to try first:
1. Turn Off your iPad. Then turn Off (disconnect power cord for 30 seconds or longer) the wireless router & then back On. Now boot your iPad. Hopefully it will see the WiFi.
2. Go to Settings>Wi-Fi and turn Off. Then while at Settings>Wi-Fi, turn back On and chose a Network.

4. Go into your router security settings and change from WEP to WPA with AES.
5. Renew IP Address: (especially if you are droping internet connection)

    •    In the window that opens, tap on the Renew Lease button

You can not create an iCloud account on a PC, you may create one on an iPad, iPhone or a Mac

Error 1604
This error is often related to USB timing. Try changing USB ports, using a different dock connector to USB cable, and other available USB troubleshooting steps (troubleshooting USB connections. If you are using a dock, bypass it and connect directly to the white Apple USB dock connector cable. If the issue persists on a known-good computer, the device may need service.
If the issue is not resolved by USB isolation troubleshooting, and another computer is not available, try these steps to resolve the issue:
Connect the device to iTunes, confirm that the device is in Recovery Mode. If it's not in Recovery Mode,put it into Recovery Mode.
Restore and wait for the error.
When prompted, click OK.
Close and reopen iTunes while the device remains connected.
The device should now be recognized in Recovery Mode again.
Try to restore again.
If the steps above do not resolve the issue, try restoring using a known-good USB cable, computer, and network connection.

Follow the steps listed above for Error 1604. Also, discard the .ipsw file, open iTunes and attempt to download the update again. OK, you turned off your filewall, but did you disable Norton Internet Security completely? For some issues just disabling the firewall is not enough. I once had a connection problem with Gracenote that went away when NIS was disabled, but turning off every element of NIS individually and together did not work.

Are you able to connect to the store normally with just downloading affected, or is there a general store connection problem?
The other thing is have you run your network diagnostics from the iTunes Help menu? Posting the result might help.
