Which storage are you looking at.
There is the physical storage on your iPad, then the 5 GB of storage in the cloud for backups.
If the problem is iPad storage, you should look at:
General
Usage
Storage >
            This list is how much space is being used by your applications.
ICloud >
             This is your backup storage, which you can also view by tapping
Manage storage
Show all apps
Now you know what is using space, you can transfer photo and video to computer, delete unused apps, delete the data in apps you don't need to save.

Have you done a reboot? (holding the on/off and Home button at same time until the Apple logon appears.)
Also, have you tried closing all apps? (double click Home button and swipe up with your finger.)

Every upgrade I've had to deinstall itunes and reinstall it to take. I deleted it this time and keep getting a windows installer package error. How do I fix this?

Every time I've had to upgrade itunes I get an error that states:
"There is a problem with this Microsoft Installer package. A program required for this install to complete could not be run.
Contact your support personnel or package vendor"
To get around this I've had to uninstall and reinstall itunes which worked just fine. This time I unistalled it and it will not install at all now.
Ever install meets the same error as the above. I've deleted the temp files as they've suggested but with no luck. There doesn't seem
to be a really good answer out there for this issue after doing some research. Most of it appears out of date or too techy for me too follow.
Anyone have some simple advice a lay person could use to fix this issue?

You are only replacing the Application.. so the Library should be fine...
Having said that... it is Prudent to Always have at least One Current Backup of your Precious Music... 2 is better...

i think its in general settings and storage. this will list your apps and how much room everything is taking. do you have a lot of apps downloaded?

This seems to be tied in with an update to Java 7, but my software won't allow me to proceed w/o the update. As soon as I update Java, the system gets corrupted and I just continually get the above message. I've done all I know to do, and I'm on my 4th 'restore', all the way back to June 14th. I really need this resolved, as my livelihood depends, in part on uploading pix I take in the field.
I'm using a 2.3Gh dual-core PC w/ 4 Gs of RAM on a totally updated WIndows XP operating system using Mozilla Firefox.

If you need to stick with an older version of Java until that software is updated, you can disable Java in your web browers to protect against its vulnerabilities. Naturally this will disable some website features (for example, this uploader on sites that use it). To disable Java in all browsers, you can use the Java control panel, security tab and uncheck the box to use Java in browsers.
(I don't know whether that takes effect immediately or after exiting and restarting the browsers.)
