I keep getting this message to download candy crush is this a virus

I'm using safari & browsing the Internet & every time I open up a new page a message that says to download candy crush keeps popping up is this a virus ?

Unless you have jailbroken your phone, then no, it wouldn't be a virus. Is it possible that you clicked on an add regarding apps from the app store in the recent past? Completely close Safari. Go into Settings, Safari, and clear cookies and history. See if that helps.
