If you can't enter the passcode then you have to place the iPod in recovery mode and then restore the iPod via iTunes. For ecovery mode see:
iPhone and iPod touch: Unable to update or restore
Note that this requires using the sleep/wake button. If you are not successful then there is nothing else that I know you can do.

Only the owner can re-activate the device. You might see one or two letter and see if that is your email. If it is not, your device is locked to the previous owner. Only him/her can re-activate the phone.

Temporarily disable any security software on the computer, then attempt to sync content to the device.
If that resolves the problem, contact whomever supports the security software (not Apple) and inquire how to prevent their software from intereferring with iTunes.

We had the same issue and solved it.
We changed the authorization of the servicebus to SAS and all is working fine now.
1. Check Azure Portal select your ServiceBus and go to register configuration
2. You need the Name and Key of existing Rule (here RootManageSharedAccessKey) or insert a new Rule. We created a new rule with no manage access.
3.1 In Code:
Replace the SharedSecretCredentials with SAS Tokenprovider and add it to the endpoint behaviors like before

Why will it not let you add them? What specifically are you trying to do, please provide steps.
Frankly, the only thing that should need to be done it restore the iTunes folder from the backup onto the computer. There is no reason to add or import anything.

I have an itunes acct. on my PC, but itunes doesn't allow me on using that acct. info. When I try to set up a new id on my ipad it says the session has timed out.

I have an itunes account on my PC and have downloaded Kindle and iBook with no problem, but when I try and use that acct id on my iPad the system says I cannot access the store. However, when I try to create a new id the system comes up and tells me that I am from Canada, which is always nice to know in case I ever forget, and when I acknowledge that screen, it immediately tells me the session has timed out. When I've had a similar problem, it was because I was accessing the iTunes store from a device I hadn't used before, such as when I upgraded from an iPad 1 to the iPad 2. It was a little confusing to me until I figured it out.
All I had to do was use the ID of my existing account and play along with the iTunes store. As I recall, it asked for my password twice, and the security code from the back of my credit card. After that, downloads proceeded as before.

When I try to purchase songs in the ITune Store a message pops up and says my session is timed out and to make sure my network settings are correct.

I have been doing stuff with my account and my wife and kids accounts all day trying to setup home sharing. I got that all setup but the whole account access and so on and iTunes store has been horrendous today. Third-party security software or router security settings can also cause this issue. To resolve this, followTroubleshooting security software issues.
Downgrading to a previous version of iOS is not supported. If you have installed software to performunauthorized modifications to your iOS device, that software may have redirected connections to the update server (gs.apple.com) within the Hosts file. Uninstall the unauthorized modification software from the computer.
Edit out the "gs.apple.com" redirect from your hosts file, and then restart the computer for the host file changes to take affect.
