If you didn't enable Find My iPad on it before it was lost then there isn't any way to locate or remotely lock the iPad.
The authorising/deauthorising only applies to computers, not to devices.
If it was stolen then you should report it to the police. You should also change your iTunes account password, your email account passwords, and any passwords that you'd stored on websites/emails/notes etc. You may also want to stop any auto-renewing subscriptions, unless you have another device that you can use them on : http://support.apple.com/kb/HT4098

The only way to locate/disable/erase any lost/stolen iPhone is through Find My Phone or a similar app. However, this requires that Find My Phone be setup/activated, on your phone, before it was lost/stolen. You would then login at iCloud.com & try to locate it. This requires the phone be turned on & have an Internet connection. There is no other way to locate a lost/stolen iPhone. Apple can't/won't help you, nor will your carrier. Report the loss to the Police, your carrier & Insurance company. Change all of your passwords.

In order for a device to be tracked, it must have the Find My iPhone service turned on in Settings>icloud. The Find My iPhone app has nothing to do with this, it is only an app that you use to find other lost devices, so if you don't have the app on the iphone, download it from the app store. Then use that to track your ipad.
If you have not turned on the service on the ipad, then you can't locate the device.

You need to get iTunes to see the iPad:

Removing and Reinstalling iTunes, QuickTime, and other software components for Windows XP

Removing and reinstalling iTunes and other software components for Windows Vista, Windows 7, or Windows 8
However, after your remove the Apple software components also remove the iCloud Control Panel via Windows Programs and Features app in the Window Control Panel. Then reinstall all the Apple software components
- Then do the other actions of:

paying special attention to item #5
- New cable and different USB port
- Run this and see if the results help with determine the cause

FORCE IPAD INTO RECOVERY MODE
1. Turn off iPad
2. Turn on computer and launch iTunes (make sure you have the latest version of iTune)
3. Plug USB cable into computer's USB port
4. Hold Home button down and plug the other end of cable into docking port.
DO NOT RELEASE BUTTON until you see picture of iTunes and plug
5. Release Home button.
ON COMPUTER
6. iTunes has detected iPad in recovery mode. You must restore this iPad before it can be used with iTunes.
7. Select "Restore iPad"...
Note:
1. Data will be lost if you do not have backup
2. If you did not do step 4 properly, start all over again.

Maintain a clear view of the horizon in several directions. Keep in mind that walls, vehicle roofs, tall buildings, mountains, and other obstructions can block line of sight to GPS satellites. Unless you have configured iCloud on the MacBook Air and made sure that Find My Mac was turned on, you can't track that. And even if you did do that, that is not a foolproof method of tracking, as it relies on the thief connecting to the internet using the guest account on the machine and not getting in to your account and disabling Find My Mac or wiping the hard drive and installing a clean system.
As for the iPad, similar rules apply there. If it is a wifi-only iPad, it cannot be tracked any other way. If it has 3G, your wireless carrier may be able to help you track it.

Many thanks JEM24 for your help. Ive just spent the best part of six hundred pounds on a new Sony Rx100m2 compact camera, so I have no interest in the Ipods camera at all really. I doubt Ill be watching many videos on it as Im very lucky in that I have a good Android tablet. Its more as a stock music player that Ill be buying the Ipod for, if indeed I do end up buying one. I dont like the idea of paying the exorbitant amount added for more memory space that Apple along with most other companies charge. In fact I read an article on this very subject just yesterday in the tech section of Flipboard. It stated in the article that in the case of the Iphone the actual cost of each additional gigabyte of storage to Apple et al is something in the order of 60p.. This is certainly not reflected in the price us the customer has to pay at the till.. Its for this reason primarily that Apple in particular, because their products do not allow adding expandable memory of your own in the form of cheap to buy cards, that nobody in their right mind buys the 64gig etc Iphones..I am aware that we are discussing my potential purchase of an Ipod Touch here but you see my point. Can't get iMessage, totally deleted everything on iPad mini and then started from scratch but still can't get iMessage

On iPad mini, and year ago my iMessage stopped working ! Took it to the store n they reset everything on it! Still couldn't get iMessage to work.
Just decided to leave it because thought I can deal with email n Skype.... Now I need iMessage so just deleted everything n re booted iPad!. Reset everything. Still can't get iMessage and iCloud!!! I'm not too bad cuz I can sync with hubby's iMac. But know I won't have iMessage.
