I lost my ipod a few weeks ago and found it two days ago outside i currently have it in a bag of rice . I was wondering is it possible that it will turn on and work

Maybe be yes, maybe no. Also, while it may work initially after drying, you may get internal corrosion that will cause problem in the future.
Apple will exchange your iPod for a refurbished one for this price. They do not fix yours.
