As Chris indicated, there is no way to track your MacBook without having set up the Find My Mac feature beforehand (and even if you did, it's quite easily defeated) or having some third-party tracking software installed. All you can do is file a report with the police and hope they get lucky. I can only hope that you made backups of your data and "researches", since I agree with Chris that your chances of ever getting the MacBook back are not good.

Your signature lists both, Mac and iOS device - are you asking about GarageBand on your Mac or your iPhone/iPad?
If you are asking about the upgrade from GarageBand '11 to GarageBand 10.0 on your Mac, the old GarageBand version should still be installed. The installer will have moved GarageBand '11 to a separate folder "GarageBand 6.0.5" in your Applications folder. Open this folder and click "GarageBand". Does this version still see your old projects? If not, type ".band" into the Spotlight searchfield in the upper right corner of your screen. Does that sfind your missing projects?
If you are asking about GarageBand on iPad/iPhone, there it is not possible to restore the previous version after you upgraded. And I do not see, how this upgrade could have deleted your projects. Have they completely vanished, or can you not open them any longer? If your projects have vanished, restore your device from your backup: See: iCloud: Backup and restore overview

You are out of luck. There is no way to recover it and now you will have to restore your iPad as new and you will lose everything on it. If you restore from a backup, you will just be restoring the forgotten restrictions passcode onto the iPad.
If by some chance .... You have a backup that was created before you put the restrictions passcode on the iPad, you can restore from that backup, but if not, you have to restore as new.

If you don't have it on your backup of your downloads/library then you might be able redownload it via the Purchased link under Quick Links on the right-hand side of the iTunes store homepage, or if you go into the Store tab in Edit > Preferences (iTunes > Preferences on a Mac) and tick the 'show iTunes in the cloud purchases' tickbox it might then show in the Music part of your library with a cloud icon against it for redownloading. If these files you lost from your iPod Touch are no longer in an accessible iTunes library or backed up somewhere else, I'm afraid you are out of luck. There are expensive data recovery solutions out there, but I'm positive if they will work with an iPod's hard drive.
You should be able to redownload most iTunes purchases via iCloud. For music imported from outside of iTunes such as downloads from another music store, or tracks ripped from CDs, you'll need to either rerip them into iTunes or redownload them from their original source if possible.

I read that my problem could be a driver, but I am unsure how to get this driver and how to install it.

Read the Boot Camp installation guide http://manuals.info.apple.com/en_US/boot_camp_install-setup_10.7.pdf. You download the drivers during the installation process. Then you install the downloaded drivers after booting into Windows. You can also go to the source to get the sound drivers for your comuter. Search this forum and you will find posts with the url from which to download the drivers.
