To be able to lock your iPhone the iCloud Find my iPhone would have to be enable and the iPhone would need to be on while connected to the internet. If you did not enable find my iphone your next option is to contact your carrier for assistance.

You can get your IMEI through iTunes, assuming you have backed up your iPhone using iTunes.

Sadly, there isn't much else Apple can do for you in this situation. However, I can tell you that there are a few other methods that can be used to retrieve your iPod's serial number other than from off the unit itself. Check out this Apple support document for more information. Hope it helps.
