You can go through the Microsoft Support kb as there can be some issue with the Windows Installer Service settings or registry keys. Go through the below Link and check the Resolution tab in it. But be careful when working with system Registries.

If you have not been able to install iTunes because the Windows Installer service is not available, I would recommend the troubleshooting in the following troubleshooting to help.
Issues installing iTunes for Windows
These in particular:
Make sure you have an administrator account.
To install iTunes, you'll need to log in to your computer with an administrator password. If you're not sure if you have an administrator account, read Windows 7: How do I log on as an administrator? You could also refer to your computer's help system, contact your IT department, or visit support.microsoft.com for assistance.
Install the latest Microsoft Windows updates.
To download the latest updates, visit the Microsoft Windows Update website. iTunes for Windows requires Windows XP, Windows Vista, Windows 7, or Windows 8 with the latest Service Pack installed. If you can’t install the updates, refer to your computer's help system, contact your IT department, or visit support.microsoft.com for assistance.
Download the latest version of iTunes.
The latest version of iTunes can be downloaded at http://www.apple.com/itunes/download/.
Disable conflicting software.
Some Windows background processes can cause issues for other programs and processes. These conflicts can prevent applications, such as iTunes, from installing. Disable conflicting processes by starting your computer using MSConfig:

Some security software made by other companies can't be disabled using MSConfig. If you've installed security software and you're having issues installing iTunes or QuickTime for Windows, you might need to disable or uninstall security software to resolve installation issues.
Restart your computer.
Install iTunes.

9.2 ITunes Update " Windows Installer Service Could Not Be Accessed" HELP!
I'm running Windows 7 64 bit OS system and I have no problems installing or uninstalling anything on my computer EXCEPT Itunes. I have not been able to install the new update to 9.2 and I need to before I can get the new Iphone software for my new IPhone 4.0 tomorrow.
Please help, this is my work phone and I have gone to every support place possible to fix this.After much searching I found the following solution...it worked for me. So simple you would think the Tech guy at HP I spent an hour on the phine with would have known it. Good luck!
This is the solution that worked for me:
Go to this registry key:
HKEYLOCALMACHINE\SYSTEM\CurrentControlSet\Services\MSIServer
Look for
WOW64 and it's value.
Is it 0x00000001 (1) ?
This value tells Windows Installer only to deal with 32-bit installers
and to return you an error whenever you try to install something that is
64-bit. To fix it, just set the value to 0. So you will see in your
editor:
WOW64 REG_DWORD 0x00000000 (0)
After changing the value to zero, restart your Windows Installer Service
by using services.msc or reboot.
This simple solution of changing the 1 to a 0 allowed me to finally
install Itunes on Vista 64 -

Hi everyone
I'm a new iPad user (ipad2) and have tried to download a few apps. I already have a iTunes/app store account but often when I try download a app I get a message that says "your request could not be processed"?It could be a problem at the other end, try again tomorrow. Also , try resetting your iPad by holding down the home and sleep/wake button till the Apple logo appears and then let it wake up, maybe that may help.

when syncing my ipad I get the message 'iTunes cannot sync apps to the iPad "..." because the apps installed on the ipad could not be determined'; what does this mean?
I'm pretty sure it's a bug in either iOS 6 or iTunes 10.7. I kept getting it until I quit iTunes and re-ran it again. I then started sync from the iPad itself.

When trying to download apps to my ipad, I get a message saying a secure connection could not be established and to check my date and time settings. Can someone tell me what this means and how to fix the problem?
It's a POP account. I decided to clean up my mailbox today after noticing the computer was real slow after USA Today started sending their daily top stories with new graphics. While syncing, I got this message: "iTunes cannot sync apps to the iPad “temp’s iPad” because the apps installed on the iPad could not be determined" What does this mean and what should I do?
Based on an online post, I tried the following and it worked for me:
1. Windows 7: Control panel > Device Manager
2. Right click my PC's name > "scan for hardware changes"
3. Restart iTunes
4. Restart IPad
5. Connect IPad
6. Still I got the same error
7. Restart iTunes
8. Restart IPad
9. Connect IPad
10. It worked and I was able to sync the apps!!
Prior to this I had removed few apps, not sure that was a trigger.

Tried to update iTunes. After downloading I get this message: Procedure entry point sqlite3_wal_checkpoint could not be located in dynamic link library SQLite3.dll ?? What does that mean?!
Found this several months ago when I updated ITunes. I don't know why they still haven't fixed this, but I had to do this again yesterday 10/13/2011 when I updated.
With Windows Explorer, navigate to your C:\Program Files\Common Files\Apple\Apple Application Support folder.
Copy the SQLite3.dll that you should find there, navigate to the nearby Mobile Device Support folder, and Paste it in there also.
Reboot and see if all is well
In case that your OS is Windows 7 (64 bit)
1. Open windows explorer, go to location C:\Program Files (x86)\Common Files\Apple\Apple Application Support
2. Copy file "SQLite3.dll"
3. Open new windows explorer, to to location C:\Program Files (x86)\Common Files\Apple\Mobile Device Support
4. Paste file "SQLite3.dll" to the location.
5. Reboot your computer, it should not display that message, it should be clear. -

I had this problem before. I like to disable extra services to speed up my computer and I disabled the Apple Mobile Device service and had to re-enable this.
You can do that by going Control Panel>Administrative Tools>Services. Once you have gone to the services window, look for Apple Mobile Device and right-click. Select "Properties". There should be some information about the service as well as the label "Startup Type" with a drop-down menu beside it. If it says "disabled", that is your problem; Change the selection to anything except disabled (Automatic is easier and ensures that you can sync as soon as itunes opens).
If this doesn't work, I would look into your anti-virus' settings. Good Luck! -
