Depends on where the device was purchased.
If it was purchased in Israel, take it to an authorized service center in Israel.
If it was purchased elsewhere, you'll need to take it back to the country it was purchased in for support.

I've been unable to locate an app that will do this. The Photos app that comes with the phone or iPad has extremely limited duration controls. PhotoStream seems to load everything from my phone or iPad not allowing me to just load up a set group of images.
iPhoto for iPad is getting some terrible recent reviews. I tried a couple other free apps but they don't use Airplay.
I can do something like this with iPhoto and my MB Air, but it's kind of ugly to have the computer open in order to connect by Airplay to my Apple TV. I've thought the iPad or iPhone would be a lower profile controller.
Am I out of luck?

Thanks for your help. Since I'm uninterested in loading all my photos (the only option) into photostream, I won't be able to use the settings in ATV. I guess I'm just stuck with using iPhoto on my MB Air. Thanks again.

You can't. If there was a way to get into the phone and backup data without a passcode, what would be the purpose of the passcode?
Either think harder, or prepare to lose all your data.

Well, you can't use it in Airplane Mode because that turns off all radios, including the GPS receiver. Leave Airplane Mode off, wifi on and just remove your SIM card, thus no chance of cellular connection. Your GPS will still work.
Note that you'll need a nav program that stores maps on the phone and of course, they must be the appropriate USA maps for your travels. You'll also need a car charger and iPhone car mount.
Your other option would be to buy a stand-alone nav device when you get here, i.e. Garmin or TomTom and use that. You can get a basic new one for less than $100 or used one for less than $50. This setup will most likely give you the least trouble, best performance and may even cost less than buying a nav app, car charger and iPhone car mount for the 3GS.

You should wait until December since the warranty for the iPhone purchased in the US if needed will be honored in the US only.

FaceTime:
Check Settings>FaceTime>ON and check Settings>General>Restrictions>FaceTime>ON. There is no icon, on the 4 & 4S FaceTime is accessed through contacts. Go into your Contacts, access the contact you want to FaceTime with and you will see a tab at the bottom of their contact card. You can also access FaceTime by going into your Phone app, select dialling keypad, dial number, press call and an option for FaceTime on the keypad will appear. It should be noted that FaceTime has been removed from iPhones sold in some Middle Eastern countries at the express wish of the respective Governments.

This is not Apple support. It is a user to user forum.
It would seem that you bought a phone that is locked to a carrier in Poland. You would either need to contact this carrier to discuss unlocking, or return or sell the phone and buy an unlocked one.

Does it have a SIM card in it? You get the SIM card from your cellular carrier. Did you update the phone or restore it since it worked last? Where are you and what carrier are you on? Where did you get the phone?
It sounds like the phone may be carrier locked and was previously hacked to work on a different carrier. If it was re-set, it would cause the phone to re-lock to the original carrier.
