I'm getting an error starting Photoshop CS4.  Error number 148.3  Licensing for this product has stopped working.  I rebooted several times to no avail.  Still get the same error message everytime I try to start Photoshop.  I'm using Windows 7 -- 64 bit

If you can not use CS4 menu Help>Activate|Deactivate to get the install working again you may need to re-install CS4.

    And we're back. Writing the question made me check what the Technical Communication Suite is. It includes RoboHelp, so I went ahead with the LicenseRecover as recommended on the Adobe site and the system now works.

    Are you sure CS4 will run on 10.9.4 (it may require CS5 or higher)?

    A Photoshop installation is tied to the machine it was installed on. Moving it to or from a hard drive breaks the licensing.
    The answer is easy: Reinstall CS4 from your disc. and apply all updates.

    Try to uninstall the software again and you have to manually
    Delete the following folders:
    [Startup Disk]/Library/Application Support/Adobe/Adobe PCD
    [Startup Disk]/Library/Application Support/Adobe/caps
    [Startup Disk]/Library/Application Support/Adobe/backup
    [Startup Disk]/Library/Preferences/FLEXnet Publisher/
    [Startup Disk]/Library/Application Support/FLEXnet Publisher/
    Go to Applications-->Utilities-->Disk Utility, Open it and Select the MAC HD and then click on Repair permissions.
    After that try to run the cleaner tool as mentioned by kglad.
    Restart machine and then try to install again.
    *** Make sure , you only delete these folders if there is no other adobe applications installed on the machine. As if you have any other Adobe application of the suite ( not free applications ) then it will be a problem.

    It will install as a fully functional 30 day trial. Entering your serial number will convert it to a permanent version, Standard or Extended, depending on what serial number you purchased.

    "Migrating" and/or "transferring" an application is not just asking for trouble but demanding it!
    Always install an Adobe application from scratch, from the original media: CD or download.

    I am still using CS3. A while back I received an error: "Licensing for this product has stopped working" for my CS3 programs. I used the recovery program suggested by Adobe and was able to get Illustrator, Flash and Dreamweaver to work, but I still can't open Photoshop or In Design. I went back to the Adobe site and did every other trick they suggested to fix the error, but nothing has worked.
    I then tried to uninstall photoshop from my CS3 suite (so I could reinstall) but got a JavaScript Alert: "Critical errors were found in set up. Please see set up log for file details." Seeing as I am not the best with the behind the scenes technical stuff, I have no idea what this means or where the set up log even is. Any help anyone can provide?

    I am having similar problem.  Can't open any of CS3 programs after trying to download Dreamweaver Trial, which wouldn't work because "couldn't remove DLM extention" error message.  So now I can not run Illustrator, Photoshop, or even Adobe Reader.  These are properly licensed for about a year. I need Adobe technical support to provide me a solution for my problem so I can continue using my Adobe products installed on my computer.

    Unfortunately when Adobe products are restored from backup, especial CS4 and especially Mac, it breaks licensing.
    There is a python script included in the license recovery kit that should work if you are familiar with Terminal.
    If not, you must reinstall your CS4 suite.  You don't need to delete your preferences, so it should be the same as before.
