I'm in Safari, and can do a search,but the bottom half of my screen won't move and I can't tap on any of the results, it appears to be locked, what do I do to fix?

I'm in Safari and the ribbon at the top is bright and I can do a search, but the remainder of the screen is highlighted and I can't move around in Safari or select a topic etc, it appears to be locked.  Does anyone know how to fix?

Tap Settings / Safari. Clear the History, Cookies, & Cache.
Restart your iPad.
