You have a "good WiFi connection". What does that mean exactly? Can you send and receive email and are other internet related activities working OK for you? Have you tried restarting or rebooting your iPad? Sometimes that helps. If nothing else, it's a good place to start.
Restart the iPad by holding down on the sleep button until the red slider appears and then slide to shut off. To power up hold the sleep button until the Apple logo appears and let go of the button.
Reboot the iPad by holding down on the sleep and home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider if it appears on the screen - let go of the buttons. Let the iPad start up.

Um, this makes no sense. The binary is already on the device, it came directly from Apple so I'm not sure where the hold up is. I guess it depends on what is exactly "Verifying update ..." is. I always believed it was about checking to ensure the binary was proper; not sure why it has to call back to Apple servers in that case.
It's super annoying. Apple really needs to fix this problem. Especially when one has to leave and needs to take their devices with them...
Last time this happened, all I had to do was connect to iTunes and the issue cleared out immediately and updated.

I have this same problem. It's like it is not Authorizing this Mac.
What happens when you try to listen to a preview on the Music Store?
Mine asks me to authorize again and gives me the error exactly as you said above.
What happens when you try to view your account information (in Music Store, click on your account name in the top right corner)?
Mine lets me authorize sucessfully and shows me my account information.
I have emailed iTunes support about this and they replied with a generic answer about Deauthorizing and re-authorizing the computer.
I even tried, to no avail, the tips here...

I am running Windows 7 64 bit ultimate and have the same problem. My hard drive crashed, installed a new one and then reinstalled CS5 extended. Installation went fine, but can no longer open my camera RAW files from Photoshop (camera is a Canon EOS T2i. The message also tells me I am not eligible for the update. Its possible that the server can be down now. Have you ever used it before? If you want, try resseting the phone by just holding the sleep/wake key and the home button together for 10 seconds. Then wait 5 seconds when it turns off and press the sleep/wake button to turn it back on. Then try it again. Let me know what the results are.

unfortunately the do_not_trust certificates might be a sign of unwanted software present on your pc that is intercepting secure network traffic. please go into the system control panel and uninstall programs like BrowserSafeguard, BrowserSafe, SafeGuard or other software that sounds suspicious and didn't get installed by you intentionally.
