This isn't a known issue with the device so I am surprised that you are having these issues. When you first noticed the issue, was anything else done on the device at that time? Any new apps added, etc? Let's try to put the phone into Safe Mode and test. If it works while in Safe Mode, we will know it could be a 3rd party app causing the static. On the Mac Air launch iTunes. Then connect either the iPad or iPhone.
Select the iPad or iPhone under Devices left side of the iTunes window in the source list.
Then select Apps from the menu on the right.
If you don't see the apps listed there, from your iTunes menu bar (top of your screen), click Store > Authorize This Computer.
See if that makes a difference...

I added an SSD to my 27" 2011 iMac. Although Sahidus is absolutely correct, it is much easier to add an SSD replacing the optical drive, it wasn't that bad to add it using an entirely seperate cable using SATA-III. To me it is worth the extra hassle to install a SATA-III SSD. This is where you are going to get maximum performance.
Although it appears complicated, if you go slow, the procedure to install an SSD drive isn't too bad. It takes at most 3 hours, as long as you are prepared and have all the parts and tools.

I think the 21.5" may be more difficult to find where to place the SSD. But im sure it is possible. Just be creative.

That may be a problem with the VLC plugin. VLC has never worked for me properly on the occasions that I've tried it on Windows and Linux, so I have stop using it. There are usually other plugins or media players available that work better.
What kind of media files are that?
For WMP files you can install the new Windows Media Player plugin you can also try RealPlayer and QuickTime if it is about media that those programs can handle to see if that works better.

I am not sure if you really understand the issue at hand. Possibly that you are just scanning, not reading the whole text, or simply that you just want to close a thread with your last words or derail it for whatever strange reason. So far you have been more destructive than helpful, but again this could be ignorance at best.
If you would have had the decency to read the entire thread you would have come to the conclusion that every manufacturer, I came across, has posted FAQ's to this issue but Apple. Find a short excerpt below:

Certain commercial CDs, often ones from the Warner Brothers Group, are "defective by design," i.e., designed not to allow accurate ripping.
You can try the following:
Re-rip with error correction enabled
Rip in another program on the same computer, e.g. Windows Media Player
Rip on another computer, and copy the files back to your own library on a flash drive.
The last one worked for me recently. A certain CD gave distorted rips on my Windows machine, but worked fine in iTunes on my daughter's Mac.

You don't. You can't control how other computers or browsers play back the footage. The best you can do is export a master file that plays great on your computer. What youTube does with it, or how other computers play it back is out of your hands.
Just like me with broadcast TV shows. I deliver the most pristine version I can to the network. But then they convert it to a digital file that they then beam out to cable and satellite providers, who then compress it again to play on their systems. And then it arrives at grandma's house and plays on her TV. I have no control how my grandma receives the signal, nor how her TV is set up. Unless I am nice and tweak things when I go visit. But I can't do this at every house that might want to watch my show.
