Im trying to download a FREE app but it keeps asking me for my billing information. This makes no sence becasue the app is FREE!

Apple set up the App and iTunes store to require a valid payment method evn for free apps.
You can however set up a new App store account withut a credit card. That account is only good for free apps.

Is this a new account? Even though its a free app the account holder needs to be verified by a verifiabel payment method. Once the account is created, you can remove the info. -

You are having this problem because you are trying to use an existing Apple ID. There is a process, that if you follow and create a new Apple ID with an iTunes/Mac App Store account, you can create the account without a bank card.

When you created your Apple ID, did you provide credit card information? If you did, then there may have been something that has changed with that credit card. Despite the fact the app is free, your account has to be in good standing to be able to downoad an app.

1. Go to App Store and select a free app
2. Tap INSTALL APP
3. Create New Apple ID
4. Confirm Your Country
5. Agree with Terms and Conditions
6. Fill in your Apple ID and Password (must be a valid email address)
7. Create and answer your secret question e.g. What is the name of my dog?
8. Select NONE for Payment Method
9. Fill in Billing Address i.e. your address
10. Submit application for new Apple ID
11. Wait for verification email
12. When email arrive, verify your account
13. Start downloading your free apps -

Your account needs to be verified by adding billing info to your account. Once the account is verified, you can remove the info and use the account.

Because that's the way you setup your account. Whether the app is free or not is irelevent, apparently the payment method you selected when originally setting up your account is no longer valid, hence your account is not longer valid. Either fix your selected payment method or setup a new app store account without a credit card:

You must verify your payment info before you can make purchases. I did all that, updated payment info and checked paypal it is verified, and it still won't work. Im stumped
