This screen indicates that the device is in recovery mode, and must be restored in iTunes before it can be used again.

You've managed to permanently damage the phone. As gdgmacguy suggests, buy a new one. Preferably from a legitimate source.

Try disable anti-virus and firewall and try again. You can switch back on after you've finished. -

Maybe this helps:
Open AirPort Utility, select your AirPort Base Station and click Manual Setup.
Select Access Control Tab.
Pick Timed Access from the list.
Now click on the "+" button, enter the MAC adress of the device you want and decide for the network time limits.
Update your Airport.
You can find the MAC adress of an iOS device by going to Settings/General/About. -

plug cable into computer not phone
turn phone off
hold home button and plug cable into phone. do not release home button until an itunes graphic appears on device.
look to computer should have message about recovery mode click ok and restore

My phone is doing the same thing. My computer acknowledges that I have connected my iPhone 4, however, iTunes will no longer connect or sync to my iPhone 4. I have uninstalled iTunes, Bonjour and all Apple products from my pc. I have re-installed them back on. I have reset my phone. I have emptied my temp folder. I have done everything. If my iPhone cannot update and sync with iTunes then I may as well get another phone from somewhere else. I am disappointed that I cannot resolve this issue.

Your phone is disabled for some reason. Maybe you entered the wrong Passcode too many times. In any case you need to do just as the phone is instructing you to do. Start the latest version of atones on your computer and connect your phone. iTunes should guide you through the process of getting your phone working again. Since Apple doesn't repair iPhones (they replace them) you will have to take it back to whoever "fixed" it. Since it's been opened by an unauthorized 3rd party, it is no longer eligible for replacement by Apple.
