I don't know how to restart it...I've tried everything and it won't move away from this screen. It's been plugged into my computer for a while now, and still does nothing.

Try plugging it into your computer, see if that clears it up or if you can perform a restore from your latest backup.

Has the phone been unlocked officially? Has the phone been jailbroken in the past? If yes, these could be reasons for the behavior of the phone.

I recently wanted to update my phone and so when i put it in recovery mode and tried to set it up it said that i had to enter the apple id that i used to set up the phone the first time but i dont know the information to my old account what can i do?
You will need to remember or find the id that you used, without it you won't be able to re-activate your phone - if you are on the activation screen then does that show the first letter of the id and the email provider's name ?
Do you know if you have any of the account's downloads in computer's iTunes library - if you do then you can get the id form that : Recovering a forgotten iTunes Store account name.

just installed my Apple TV and it's been in the activation screen to set time and date for a while .
not sure what the issue isIt's not properly connected to the network
Make sure location is set correctly
DNS should be on auto (settings - general - network)
If on wifi try Ethernet
Check that router has port 123 open (refer to manual if unsure) -

If you have iOS 7 and have turned on Find My Phone in Settings > iCloud, you will have to remember the Apple ID to unlock the iPhone...the Activation Lock is an anti-theft protection that you cannot bypass.
The only hope you have is to take it and proof that you are the owner to an Apple store genius bar and see if there is anything they can do. In general the answer is no, but give it a try. -
