My iPad mini will not allow my to update apps when needed. Can you help me correct this?

Couple things to try:
check restrictions settings>General>restrictions. Make sure installing apps is not restricted, also verify age restrictions are not set below what the app shows
reset iPad: hold home and power buttons down simultaneously for 15-20 seconds until the apple logo appears, try updating again.
if still fails, you could try restarting your router but that is a long shot.

There are a couple of methods for using more than one iPod on a single computer. Method one which has already been described is to have two Mac or Windows user accounts which by definition would give you two completely separate libraries. Method two is to set your preferences so that either one or both iPods get updated with only certain playlists within one library. Another option when using a single library is to set one or both of the iPods to manual update: Managing content manually on iPod
Choosing the update option "automatically update selected playlists only" allows you to create a playlist specifically for each iPod and drag the tracks you want into it. If you tire of the list and want to change it, you just add or remove the songs you don't want. The ones you take out out remain in the library to be used by the other iPod. Make your playlist a Smart playlist and limit the size to just below the advertised capacity of your iPod ( for example, around 3700MB for a 4GB or 1800MB for a 2GB Mini or Nano). In the future, simply use a free service such as Google Voice or YouMail for the voicemail on your cellular device. You can access your voicemail via the web with these services without the need for an international phone call.
Edit: Unfortunately, this won't work for any voicemails you would have already received prior to setting up the service.

I accidentally purchased a $20 icloud storage upgrade for my iphone. Unable to find any way to cancel this order on my phone or online, I was left with no option but to call Apple. The first 20 minutes of the conversation with Ayesha in retail has required my phone serial number, my apple id, my apple security questions, my Visa expiry date, my visa number.... with multiple request that I stay on hold. I asked for an incident number for my call so I would have a record of the call in case the return did not go through. No incident number was provided by Ayesha. I was then put on hold and transferred to Andrew who then transferred me to Monica. Monica in icloud dept asked me to give all the same information over again because she said there was no record of my security verification. Forty minutes in total for a $20 refund! It would be easier to drive to a store and return a shirt! The inefficiency cost is enormous to both Apple and myself. Profit margin must be HUGE for Apple to offer such poor service and still stay in business.

I am a pretty amateur video editor, and I have been using Final Cut Express 4 for some time now for my YouTube drum covers. What I mostly use it for is for audio and video syncing and some small effects.
My question is, how the **** do you make a small video appear as a window over another video? I know that is not the best way to explain it, but I really don't know. If you don't know what I mean, I will post a screen shot of an example. Also, if there's a YouTube tutorial on how to do that that you have seen, that would be even more helpful.

I will ditto what skalicki said, and add that you can graphically change the little clip's position by clicking on the Viewer's 'Center' button (has a plus sign in it) in the Motion tab, and then clicking in the Canvas where you want (you can drag it around if you haven't unclicked yet).
You can also add a border effect to that clip, which I would recommend for vids like the one in the screenshot you posted; the inset blends in too much with the underlying clip and seems undefined...

this image from indesign, it is for text but isn't editable, but the problem is this text integration with the around box where it (text) is transparent , mean if i move it on red background it will have red color for (features), and so if background is black it will be in black, i tried to do something like this and i couldn't, if there is way to do that????
I do some thing like this in Photoshop using a mask, but I couldn't do this in indesign, hope to find answer.

Thanks for the link, but trying to keep with in the scope of the cloud licenced software.
The main reason for needing to keep to the 4.6 version is the custom flex/air settings with in an actionscript mobile projects.
Having read up the only way to use a custom one is to add the custom flex/air into the root folder for the flex in the flash builder program files, but that would mean all projects would have to use this which is not so flexible.
