If the store has them in stock to buy then you can buy one. However, none of us here know which particular store you might choose to buy from nor their particular stock levels.
I'd suggest calling the stores before making a special journey, to check they have stock. They may even be able to reserve one for you.

If you have a rescue email address (which is not the same thing as an alternate email address) set up on your account then you can try going to https://appleid.apple.com/ and click 'Manage your Apple ID' on the right-hand side of that page and log into your account. Then click on 'Password and Security' on the left-hand side of that page and on the right-hand side you might see an option to send security question reset info to your rescue email address.

You need a payment method associated with the country you are in. I would purchases an iTunes Gift card in the USA and use that as your payment method and then delete the card from the account. You may also have the change the addess in your iTunes aaccount t a USA account.

IPad mini unless branded for Verizon use will not be accepted for prepaid use. Apple will tell you that the mini is compatable with all carriers, you simply walk into the carrier of choice and ask for a nano Sim.
You pop it in, you turn on cellular if not already on and follow the screen prompts to get you up and running. Its quite easy.
I found my wife's mini only functions on Sprint, T-Mobile and AT&T who I set up service with.
Verizon blocks the activation due to the emeid of the device. Apple says it is fully operable on Verizon but they don't let you activate unless its purchased from them or from Apple to use on their system.

I think you might be answering your own question though when you ask if the workshops are free. My iPod has two small dots on it. The first one is red and the other is white. The red one came first and a few weeks later the white one showed up. Can I take it to the Apple store and have it exchanged?

I've had it for less than a year and noticed a few weeks ago that it had a red dot on the center of the screen. About a week ago I noticed another dot, a white one, right next to it. I've never dropped it and even went out of my way to buy a decent case to keep it safe. I spent over 200$ on my 4Gen iPod Touch it and I'm very concerned that these dots will spread across my screen. They can fix it at the Apple Store. I wish you could get it fixed for free, but the warranty doesn't cover accidents like this . It sounds like you understand this, I just want to make sure you know.
