I need help in the cursor

I have this code below, it was ok

cursor c1 is select DISTINCT pred1, count1 from
(select sub as sub1 , pred as pred1 , count(*) as count1
from temptriples
where sub in(select sub from temptriples
where pred='rdf:type' and obj='mondial:Border')
group by sub,pred
) tempx;
but when I change to this (only i change) obj=ch).

ch varchar2(50);
begin
ch := 'mondial:Border';
DECLARE
cursor c1 is select DISTINCT pred1, count1 from
(select sub as sub1 , pred as pred1 , count(*) as count1
from temptriples
where sub in(select sub from temptriples
where pred='rdf:type' and obj=c)
group by sub,pred
) tempx;
re c1%ROWTYPE;
begin
open c1;
LOOP
FETCH c1 INTO re;
EXIT WHEN pro_tab%NOTFOUND;
it was no data found (EXIT WHEN pro_tab%NOTFOUND);
always it chech this line (EXIT WHEN pro_tab%NOTFOUND) and exit the cursor.
it is not possible to but argment in the codition for select statement in the cursor
or what ? I dont think so

You do this with a cursor parameter ie.
SQL> declare
  2    cursor c1 (p_in varchar2) is
  3      select * from emp where ename = p_in;
  4  begin
  5    open c1 ('SCOTT');
  6    close c1;
  7  end;
  8  /
PL/SQL procedure successfully completed.
