Therefore, if you cannot access your account to re-set your password and change your registered e-mail address, as strange as it may seem, you will need to create a new account in order to contact them.

I'm guessing that you want to activate the device but you can't because the person that you bought it from didn't erase it properly. You will need their help for this. I have just received my new IPOD (never used one before) I have set up an apple id using the IPOD but I inputted 1 wrong letter from my email address and I didnt get my verification email to complete set up. I changed my apple ID using my PC but it has not registered on my ipod that Ive updated my ID, now I cant use any apps on the IPOD as it is asking for my password but not the option to change the incorrect email address I submitted originally. Hope this makes sense and that some one can help me :-(

My older computer got smashed and even though I had all my information changed to this computer for some reaseons itunes did not. Therefore they are not transferring all my purchased items. Welcome to Apple Support Communities.
It sounds like you’re running into an Apple ID password issue on your iPod touch, and you’ve created another account which you weren’t able to verify because you didn’t receive the verification email.
Try resetting the Apple ID password for the account that’s already on your iPod touch as shown here:

Thank you for the help. Every app on my phone was downloaded using my old I-tunes ID. I just hope that they will re-download under my new ID because I still can't change it on my phone. In order to change to the new ID it says I have to sign out from the old ID and change to the new one. My problem is that I don't remember my password to be able to sign out from my old ID. Then the phone says it can change my password through e-mail and I agree but I never get an e-mail at my old address or the new one.

Try this first - Reset the iPad by holding down on the Sleep and Home buttons at the same time for about 10-15 seconds until the Apple Logo appears - ignore the red slider - let go of the buttons. (This is equivalent to rebooting your computer.)
Or this - Delete the account in Mail and then set it up again. Settings->Mail, Contacts, Calendars -> Accounts Tap on the Account, then on the red button that says Remove Account.

If you are restoring from an icloud backup you are going to have to erase a content and setting and while in the setup prompts you will get the option to restore from an icloud back...that's the only time you will get the option to restore from an icloud back and that's during setup
