I need to add text over my video but it cannot have a black background. I want the words to appear throughout the video.

How do I add text with not background or box? i need the two lines of text to appear throughout my video as a disclaimer.

What version Premiere Elements and on what computer operating system is it running?
Generalizing...based on versions 11, 12, or 13...

Place the Timeline Indicator on the Timeline where you want the text to start.
Text Menu/New Text/Default Text to open the Titler where you create you text. Close the Titler.
The Timeline text file goes on the track directly above the video.
You can drag on the edges of the text file to alter its duration - to extend across the whole Timeline content if wanted.
If th text overlays the video at a place on the video that is black, you can change the color of text in Color in the Text section of the opened Titler. Remember that the black that you see in the opened Titler before you type is transparency not the color black.
