I need to reset my security questions, but can I message support by text and not call or if you can tell me how to reset my questions here that will be great and I don't have a rescue email.
If you've forgotten the answers, you can't do that yourself. Click here, tell the iTunes Store staff that you can't call, and see what they say.

You won't be able to change your rescue email address until you can answer your questions, you will need to contact Support to get the questions reset.
I assume that you are in the country Georgia, not the US state. In which case try contacting Support via this page and explain that you've forgotten your answers, don't have access to your rescue email account, and your country isn't on the HT5699 page (http://support.apple.com/kb/HT5699) and see what they reply with : https://ssl.apple.com/emea/support/itunes/contact.html
When they've been reset you can then use steps 1 to 7 half-way down the HT5312 page that you posted from to update your rescue email address for potential future use -

I deleted my email that I originally signed up with and I recently added my current email, I also need to reset my security questions but I can't because it's stuck on my old email.
Sign out and back into your apple id from Settings>iTunes and App stores>(Your apple ID)>Sign Out and then sign in again with the new address. Close app store from running in the background (or restart the phone if your unsure how to do this). If when trying to update any apps they are still asking for the old apple ID, delete and re-install those apps.

You need to contact Apple, either through the link in that article or by phoning them.

The email address in the account details is correct, but I need to reset the security questions is incorrect...
Forgot your answers? Send reset secuirty info email to ******@hotmail.com.au - the .au part is incorrect, how do I fix it? The email address in the account details is correct so I'm not sure how this happened.

If you established a rescue email address, there will be a link on the "Passwords & Security" page of id.apple.com. Clicking the link will send the reset to your rescue email address (NOTE: This is not the same address as your Apple ID email)
If there is no link on the page, then you didn't establish a rescue email address. Contact AppleCare at 800.694.7466, and ask for account security. You will need to answer some questions to verify your identity, AND you will need access to a computer to generate a temporary support pin.

Because Apple withdrew it from the online Apple Store (along with Lion) as soon as Mountain Lion was released. 10.6 is now officialy obsolescent.

iTunes wont let me download any music and I have over $20 on my account. It says I need to answer my security questions but I don't know the answers. When I try to send an email to the rescue email, it doesn't work. It says the email starts with an "h" but none of my emails start with an "h". I also don't know how to edit the email. You need to ask Apple to reset your security questions; this can be done by clicking here and picking a method, or if your country isn't listed, filling out and submitting this form.
They wouldn't be security questions if they could be bypassed without Apple verifying your identity.

I have got a new iPhone, and some itunes gift cards. but I try to buy some music via iphone and it ask for security questions. I have forgot both and would like to resey them. Is there a way to do this? Or can I just make a new account and transfer the money on the new account from the old?

If you decide not to provide a rescue email address, you can't reset your security questions and answers yourself later in the event you can't remember the answers to your questions. You'll need to contact iTunes Store supportto have your questions and answers reset.
