I need to work offline but firefox wont let me

I use a virtual server to complete my web design work and recently downloaded firefox 3.6.13. Now when I try to use the browser offline all I get is a message telling me firefox is currently in offline mode and to uncheck the "work offline" in the file menu. When I unckeck this I am still faced with the same problem. How can I use firefox offline?
