There seems to be a billing problem with the iTS. I've been trying to make purchases today (Dec 9th) too and it reports either the iTS can not process payments or it says my card was declined. I even changed the payment method to Paypal (which is never declined) and still no go.
I don't think it is "you" but a problem at Apple. Some popular new apps were released recently like Logic Pro and perhaps they're getting bombarded as they did when Lion was released.

It's probably asking for the security code on your credit card, not for the code from your iTunes prepaid card which if you correctly redeemed is no longer needed.

If I have two iTunes accounts, and only want one to update my apps why does the other account keep opening?

Here's the issue-I have two iTunes accounts, yet account #1 always comes up when I want to update my apps. This occurs even when account #2 is logged in and has been synced from desktop to iPad. Additionally,Account #2 is logged in on the iPad and yet account #1 prompt appears when updating. Interestingly account #2 functions normal for iTunes purchases but not apps purchases. Any suggestions?

Apps will ALWAYS be tied to the account from which they were purchased. You will always have to update the apps from the account from which they were purchased.

I got a itunes card and it wont let me use it

i just bought an itunes card today and i go to redeem gift cards cuz thats only place i can see where it is to redeem it i put the code in exactly and its saying that its not recognized as a valid code. any help?

If you are certain that you entered the card number correctly try this since you are getting the Cant't Connect to the iTunes Store message.
Go to settings>general>date and time>automatically.off. Change the date to some time in the future - a year or so ahead. See if you can use the card and connect to the iTunes Store that way.

MIne is doing the same thing!!! It is the same card I have used for the past year, and yesterday, out of the blue, it stopped working, and it says my security code is invalid. This message should only appear if the specific app was purchased with a different Apple ID than the one you are currently signed in with. Have you or someone else ever EVER downloaded an app to your phone under a different Apple ID? Go to Settings > Store, and make sure the Apple ID there matches the one used to download that particular app.

What happens when you try to buy things on your wish list ? If you are being asked for your credit card details then it doesn't necessarily mean that it will be charged for the purchase (unless you are trying to gift) - how purchases are billed, http://support.apple.com/kb/HT5582 :
When making purchases, content credits are used first, followed by Gift Certificate, iTunes Card, or Allowance Account credits; your credit card or PayPal account is then charged for any remaining balance.
Asking for credit card details is a way of proving that you are able to buy from that country's store. And if it's a new account, and the instructions on this page weren't used when creating it, then card details will need to be entered before the account can be used in the store.
You should be able to remove your card's details after entering them.

If you go beyond the credit from a gift card the balance will be billed to your credit card account.

If Other (the yellow bar) is too big something is corrupted. The only solution (that I know of) is to restore from your most recent backup using iTunes (see http://support.apple.com/kb/ht1766).
