I plan to get a ipad and a iphone in china, can i bring it back and use in singapore(using singapore sim card)??

As stated above

If the iPhone is unlocked and the Singapore wireless provider
allows you to bring your own iPhone, theoretically it should work.
All features - 4G/LTE, Visual VoiceMail, etc - may not be supported.
Warranty will be valid only in China.
iPad should be unlocked unless purchased as part of deal via China
telecom, and should work without problem in Singapore provided you
are using wireless provider that supports the protocols used by thei
iPad. Again, 4G/LTE may not work.
