Normal, most USB port do not supply enough current to charge iPad. Use the wall socket.

That's normal. Most USB ports dont' put out enough power to meet the iPad's requirements. (It says 'not charging' even though there is a trickle charge...it will charge over USB, but it'll take hours and hours)
Your iPad is best charged with the supplied charger plugged into the wall.

actually, that one might not be a drive letter conflict. it's plausible that that one is a fast user switching problem. (actually, it's plausible that the other one might have been fast user switching too ...) see:

I just downloaded version 7.1.1 and my phone is stuck on a screen showing me to plug phone into computer and go to iTunes. When I do this, iTunes says my phone is in recovery and I need to do a hard restore. Doing this, it says it will go back to factory

You shouldn't have to restore your phone to keep your data. But first press home and on button at the same time until phone shows up Apple logo an boots up normally. When the phone comes back on plug into ituens and back it up by selecting "Back Up Now". Once backed up, you can press update and install 7.1.1 and it will restore and recover all your previously backed up data. You can also press "update" and itunes will automtically back up the phoen and install 7.1.1.

They recommend you use the wall charger, not the computer and the cable, as many computer USB ports, are not 2.0 USB ports, and therefore are not powerful enough to charge the iPad. See the article entitled "Charging the iPad Battery"

Forgotten Restrictions Passcode Help

Error 0x0000007E when plug iPad into computer

When I plugged my ipad1 in to iTunes to sync music it shut down my computer. The blue screen message was stop: 0x0000007E. Just before it shiut down the computer popped up with the message new digital camera device. I have no new device. iPod works fine. I have restarted over 6 times and tried to find devices but to not avail.

Google the code displayed on the screen (as embodied above) and there are plenty of hits which deal with this matter.
