Preorders can sometimes be tricky. The following Knowledge Base article goes over one way of getting to your purchased content:

Downloading a pre-ordered item
When a pre-order item becomes available, you will receive an email letting you know your pre-order is available for download.
If you've enabled iTunes to automatically download prepurchased content, then your pre-order content may already be downloaded to your library. If not, simply click the download link provided within your email notification, and your pre-order content will begin to download. Alternatively you can use the "Check for Available Downloads" feature in iTunes on your computer by choosing Store > Check for Available Downloads to begin downloading your pre-order.
That "Alternatively" step usually does the trick for most folks, but if your issue persists, you can try the steps in this article:

If you can't enter the passcode then you have to place the iPod in recovery mode and then restore the iPod via iTunes. For ecovery mode see:
iPhone and iPod touch: Unable to update or restore
Note that this requires using the sleep/wake button. If you are not successful then there is nothing else that I know you can do.

I think that you can only do it from your computer's iTunes

I pre-ordered an album on itunes and payed $5.99. I got an email with the receipt and details in my email. When the album was available i downloaded it, but it gave me a really hard time. When I finally got it to download, itunes charged me another $6.

How can I file a complaint for Itunes charging me extra for pre-order when I already payed for it?

I rented a movie off itunes and now it won't play, help?!?!

I tried to play the rented movie when the option box came up saying I could, however the movie had not fully downloaded yet, I assumed it would stream as I watched. However the movie will not play and only shows a blank screen. How can I get it to play?

There I found the album & all tracks shown as purchased but with no apparent way of downloading. When I check for items to download, it isn't there. When I check purchased items purchased, it isn't there either. It only appears when I tap the album cover from the front page & then only as purchased.

Check your Music app to see if it already downloaded. You can also check iTunes on your computer to Check for a available downloads. If you are still not able to get it, then report the issue to iTunes.

Five tracks are already available, and the Store will immediately charge you $1.29 for each, coming to $6.45.
When the others come available, which will be July 15, you will be charged the remainder. That will be the pre-order album price of $10.99 minus the $6.45 you're paying now, which comes to $4.54.
So the price is $10.99 for the full 14-track album.
(If you live in a place that charges sales tax on online purchases, add it to each number above to get the total.)

Go to Control Panel > Add or Remove Programs (Win XP) or Programs and Features (later)
Remove all of these items in the following order:
iTunes
Apple Software Update
Apple Mobile Device Support (if this won't uninstall move on to the next item)
Bonjour
Apple Application Support
Reboot, download iTunes, then reinstall, either using an account with administrative rights, or right-clicking the downloaded installer and selecting Run as Administrator.
The uninstall and reinstall process will preserve your iTunes library and settings, but ideally you would back up the library and your other important personal documents and data on a regular basis. See this user tip for a suggested technique.
Please note:
Some users may need to follow all the steps in whichever of the following support documents applies to their system. These include some additional manual file and folder deletions not mentioned above.
