I purchased a book on itunes but it won't allow me to download the book on my ipad. It allowed me to download the book on my computer, but I don't know how to transfer it from the computer to the ipad. Can anyone help me?

Try here > Downloading past purchases from the App Store, iBookstore, and iTunes Store
On your iPad tap Settings > iTunes & App Store
Swipe down and make sure Books is switched ON.
Purchased books should appear when tapping the iBooks icon now.

Assuming you did this with a Fill Layer, double-click the thumbnail in the Layers panel to bring up the Gradient Fill dialog, see to it that the [ ] Align with layer checkbox is set, and (while the Gradient Fill dialog is still up) try dragging the gradient to where you want it on the main display. Then [ OK ] out of the Gradient Fill dialog.

If you can't enter the passcode then you have to place the iPod in recovery mode and then restore the iPod via iTunes. For ecovery mode see:
iPhone and iPod touch: Unable to update or restore
Note that this requires using the sleep/wake button. If you are not successful then there is nothing else that I know you can do.

So it sounds like you have a preorder you would like to download, but it is not downloading, or you dont have the option to download it.
Without knowing what the preorder was, and if it is released, I found this article named iTunes Store: About Pre-orders found here http://support.apple.com/kb/HT5714.
This part in particular:
Downloading a pre-ordered item
When a pre-order item becomes available, you will receive an email letting you know your pre-order is available for download.
If you've enabled iTunes to automatically download prepurchased content, then your pre-order content may already be downloaded to your library. If not, simply click the download link provided within your email notification, and your pre-order content will begin to download. Alternatively you can use the "Check for Available Downloads" feature in iTunes on your computer by choosing Store > Check for Available Downloads to begin downloading your pre-order.
To view, cancel, or see the expected release dates for your pending pre-orders
Choose Store > View My Appie ID, then click Manage Pre-orders, which located in the Settings section at the bottom of the Account Information screen in iTunes on your computer.
From the Mange Pre-orders screen, click the Cancel button to the right of the pre-order item you would like to cancel. You'll be asked to confirm your pre-order cancellation.
If the album is released and you still cannot download it, I would report the issue directly to the iTunes Store support.

I have taken it back to the Apple store genius bar, but they say they don't see anything wrong. Well unless you use it all day and experience the problems when they happen, you wont see anything wrong. But there are lots wrong with it. But this would be the same store as I purchased the phone. And they backed up my old Iphone 4, but were not able to get anything to load back onto my new phone. So, I lost pretty much everything. Have you run the iPhoto Library Upgrader? You need to direct it to the location of your old iPhoto Library by clicking the "Choose Library" button in the lower right corner of the panel you are seeing when the upgrade starts.

I believe anilsudhakaran meant sign out and in with your Apple ID for iTunes.
Also, do a hard reboot of your phone. I know that always helps me.

Please check if the following string is present in the event registration URL:
"preview=true"
If it is present, please try by removing this string.

You have upgraded iCloud storage, but what you need is free space on the iPad storage to download the movie, so open Settings > General > Use, and remove things from your iPad until you have enough storage to download the movie.
Respecting to iCloud, you can get a refund if you contact with Apple > http://www.apple.com/support/icloud/contact It is a common mistake by users
