If you have purchases you want on your iPad you can download them directly on the iPad.
Download past purchases - Apple Support
Movies, TV shows, or music videos
Tap Settings > Videos and make sure Show All Videos is on.
Tap the Videos app.
Tap Movies, Music Videos, or TV Shows at the bottom of the page.
Find the item that you want to download.
Tap the Download  icon.

    How do I play it ??

    Once you rent it it will tell you when its 'ready to watch' and you can then hit play. You can also access it by going to the movies tab, and the poster image for the rented title will appear in the top left. You can also go to settings - general - itunes store - check for rentals.
    Note: a 6mbps connection is required for instant HD rentals. If you are much lower it may take some time before you can watch. Accessing other content during this time or turning off the device will flush the rental, requiring a reload.

    The answer to that question largely depends on where you are located. If you are in the US, you may be able to re-download the movie from the purchased section of the videos app.
    If you are not in the US, then you will need to sync your iPod with iTunes on your computer. Once your iPad is connected with iTunes, select it from the sources list on the left hand side and navigate to the movies tab, where you can select which movies you want to sync to your iPad.

    It looks like the answer is to log out of iTunes and then back in.  That allowed Rentals to show up in my Movies Library.  I rebooted about three times which didn't work.  I closed the application and restarted it many times which didn't work.
    The solution was to log out of my username and then back in.  That worked.
    iTunes Bug.

    Welcome to the Apple Community.
    First you should try logging out of your iTunes Store account (settings > iTunes Store > accounts) and then back in again.
    If that doesn't help, try resetting the Apple TV (Settings > General > Reset > Reset all settings). You should also try restarting your router.
    If both of the above don't help, you should try a restore (Settings > General > Reset > Restore).

    I purchased a movie on Apple TV an cannot find it anywhere in my library or even see where it is downloading.

    Normally it appears as the leftmost icon/artwork in the strip of icons at the top of the menus when you're in Movies category (not Computers but main Movies category you use to Rent).
    Normally a 'download' starts immediately but using AppleTV for other things can wipe the downloaded part as it has no permanent/significant storage.
    If your rental is still valid the rental artwork should still show - if not check Settings and choose to check for downloads.
    Rentals must be viewed within 30 days.
    Once you start watching the rental expires in either 24 or 48 hours depending on where you live - US gets 24 hours 'view time'.  Annoyingly you cannot extend a rental - if it's expired you have to pay again.
    Once you've had your invoice e-mail you can go to iTunes account and login and Report a Problem for the purchase if you can't access it.

    It always has a very high number at the beginning, but it never takes that long....
    However, it can take several hours....I've found this to be true on any device or computer I've downloaded movies or tv shows on - Mac, PC, iPad, Kindle Fire....you name it.
    However, even if it does take a long time, that does not prevent you from starting to watch it as soon as it has done a little downloading. Here is the Apple link for typical download times:

    Log in to iTunes,  go to "view your account info" on the itunes store,  deauthorise all five, (Please Note: this can only be done Once every 12 months)  and then re-authorize your current Computer(s) one at a time.

    Movies rented on Apple TV aren't transferable to another device. If its taking awhile to load then its an issue with your network.
    What is your speed via speedtest.net
    1080p requires 8mbps
    720p needs 6mbps
    You can change to SD in settings
    Interference can cause issues, verify via istumbler or netstumbler
    Should be using ISPs DNS (settings - network - DNS should be automatic)
