Go into your iTunes account on your computer. Go to the section showing items you have purchased. There you will find buttons to report a problem. I have requested a refund using that method and received it. However, I understand that Apple does this on a case by case basis, and a refund is not guaranteed.

You can contact iTunes and ASK for a refund. Then make make an exception to their all sale are final policy.

I had taken my computer to the nearest Apple store when I first discovered the problem with the gray screen, and was advised to purchase a new hard drive over the Internet for my computer since it was over 5 years old. The Apple associate never mentioned anything about needing the original disc to finish the installation. Now I've invested money in this new disc as well as the time taken to install it, and I still don't have a working Mac notebook. How can I fix this problem without a lot of additional cost. You can contact Apple Customer Support at 800-767-2775 to replace your install disc. You may be charged for shipping and handling.

What do I do? Deleting the app does not help.

You can't delete Safari from your phone. Check Settings>General>Restrictions and make sure Safari is turned On. If it is, look through all your screens and inside all your folders. (If you are running iOS 6 you can swipe your screen to the right to bring up spotlight search and search for Safari; if it is inside a folder, the folder name will appear to the right.)
If you still can't find it go to Settings>General>Reset>Reset Home Screen Layout. This will restore the home screen to its original configuration but may move other apps around to do so.

You will receive a receipt in your email for the purchase 24 to 48 hours later and you can use the Report a problem link to initiate a conversation with iTunes Support about a refund. Apple sometimes gives a one-time refund. The question for you is do you want to use this one-time refund on this app or save it for a more costly app in the future?

They cannot do this. it has nothing to do with PBC or Mac. You cannot read ibooks on any computer, Mac or pc. You can download ibooks from your comptuer and sync them to your idevice.
How would they know if you had an ipod/iphone/ipad that you were going to sync the ibook to?
There are no refunds. You can try contacting itunes support and asking for an exception.
