I purchased two music apps last year in 2012 and I cannot redownload it even though I bought it with my money. It says that I have to purchase it again if I want to redownload it. Basically the app doesn't appear purchase in my downloads list.

Well, you always change your payment method to "None". It definitely won't let you buy it, then!
That's how I leave my account, anyway. It can't get hacked and me lose money if the payment method is none.
When I want to buy something, I put the credit card in briefly, buy the item, then set it back to none.

- Make an appointment at the Genius Bar of an Apple store. Seems you have a bad headphone jack.

If you connect the new mini with the same AppleID you have on the iPad and you used to buy the Apps you will be able to download them again for free.
You can even let your iTunes do all the work for you. Sync your iPad with iTunes and make a backup. Give to the new mini a different name and the first time you will connect it to iTunes yiou will be asked if you wish to setup it as a new item or use the backup of the iPad.

This is incorrect. "There is a billing problem with a previous purchase. Please update you payment method. " means you have made a purchase and iTunes/Apple hasn't received the finds for it yet. hence the "There is a billing problem with a previous purchase. Please update you payment method. ". This means you would need to either use an iTunes gift card to pay it off or another debit or credit card that is currently on the account.
