I recently had to buy a new computer and want to move my playlists from my old one. The playlists include both purchased tracks and tracks uploaded from my cd collection. My old os is Windows XP and my new os is Windows 8 if that is of any relevance to a possible solution. I do not have an external hard drive but do have a memory stick if it is possible to load the individual playlists onto it.

You might consider itunes match for moving CDs you've copied into your itunes library if you dont have a way to use home sharing.

It scans your music library and if it finds music that is already in apple's itunes catalog it'll automatically "unlock"/"store" these in the cloud for you. The ipod is not a storage/backup device. The sync is one way - computer to ipod. The only exception is itunes purchases: File>Devices>Transfer Purchases
You should copy everything from your old computer, or your backup copy of your old computer, to your new one.

These are two possible approaches that should work to move the existing library to the new laptop.
Method 1
Backup the library with this User Tip.
Restore the backup to your new computer using the same tool used to back it up.
Deauthorize the old computer if you no longer want to access protected content on it.
Keep your backup up-to-date in future.
Method 2
Connect the two computers to the same network. Share your <User's Music> folder from the old computer and copy the entire iTunes library folder into the <User's Music> folder on the new one. Again, deauthorize the old computer if no longer required.
Both methods should give the new computer a working clone of the library that was on the old one. As far as iTunes is concerned this is still the "home" library for your devices so you shouldn't have any issues with iTunes wanting to erase are reload.
I'd recommend method 1 since it establishes an ongoing backup for your library.
Should you be in the unfortunate position where you are no longer able to access your library or a backup of it then see Recover your iTunes library from your iPod or iOS device.

Have you copied your iTunes library over to your new computer? Either way, you'll need to restore the iPod using the new iTunes library in order to sync it with the new library.

You cannot transfer from the iPhone to the computer.
You must move the contents of your old computer to the new one directly.
Use an external hard drive perhaps or restore your old computer backup to your new computer.
The iPhone is not the source of your data, that is the computer, the iPhone is only a slave device to iTunes.

If you need to change the iCloud ID on your new phone you have to go to Settings>iCloud, tap Delete Account, provide the password for the old ID when prompted to turn off Find My iPhone, then sign back in with the ID you wish to use. If you don't know the password for your old ID, or if it isn't accepted, go to https://appleid.apple.com, click Manage my Apple ID and sign in with your current iCloud ID. Click edit next to the primary email account, change it back to your old email address and save the change. Then edit the name of the account to change it back to your old email address. You can now use your current password to turn off Find My iPhone on your device, even though it prompts you for the password for your old account ID. Then save any photo stream photos that you wish to keep to your camera roll. When finished go to Settings>iCloud, tap Delete Account and choose Delete from My iDevice when prompted (your iCloud data will still be in iCloud). Next, go back to https://appleid.apple.com and change your primary email address and iCloud ID name back to the way it was.
