Well, if it is locked with a passcode; the only way for someone to use it would be for them to guess your passcode or restore it as new in iTunes. If they restore it, it wipes out all your information and puts the device back to factory settings.
 if you have iCloud setup; you can go to iCloud.com on a computer and sign in with your Apple Id and Password and you can possible track the device; also give the option to send a sound or message to the device; also you can remotely lock it with a passcode or remotely wipe it to factory settings;

iCloud is not a file storage system (dropbox is)
I don't understand the rest of the post, if you are backing up to iCloud there would not be a cable, are you backing up to iTunes on your PC possible?

Content acquired from other sources will need to be reloaded from those sources, iDevices are NOT backup devices.
The simplest solution, restore all the media from the backup of the old computer.

There are no contacts in itunes.
Your contact should be on your computer in whatever program you have selected to sync. Just sync them to the new one.

Sounds like your sharing the same apple id. settings - message - send&receive - make sure the cell number is the default for both phones.

You can simply login to iCloud: https://www.icloud.com and then go to Find My iPhone...but if the iPhone is turned off or restored to factory settings it won't show up.

Go to icloud.com. Log in with your Apple ID & Password. Go to the Find My iPhone section. Perform a remote wipe of the device.
You don't have to have downloaded any app. You only have to have enabled the Find My iPhone option under Settings > iCloud. If you did not do that, then you cannot remotely access the device.
If that's the case, then change ALL of your account passwords; email, banking, etc. All of them. And then monitor those accounts very closely!

Help!! I recently lost my iPhone 4s but as my photos always streamed to my iPad I just assumed they some we're being saved to my iPad and iCloud. I have a new iPhone 5c now but have noticed that my old pics (2 yrs worth) are gradually disappearing from my iPad. Q have my old pics saved to iCloud? Is there anyway to get them back?? Unfortunately photos stream photos are not backed up, and only your last 1000 will remain on your device. As you exceed 1000 photos on an iOS device you start losing the oldest photos. Unless you backed up the missing photos yourself, they're gone now.
To avoid losing any more, save the ones on your iPad to your camera roll, then import them to your computer as explained here: iOS: Import personal photos and videos from iOS devices to your computer. (Photos in your camera roll will remain there indefinitely until you delete them.)

There is nothing you can do after the fact. If the device is attached to the Internet then it can be tracked. It makes no difference if it's WiFi or Cellular.

I have the same problem!! It lead to many other problems with my phone
I just arranged a repair with apple. Yes its inconvenient to be without a phone for a while but if your phone is in warranty its good to get it looked at professionally!
